CSIR-National Chemical Laboratory (CSIR-NCL) on 5 February 2015 signed a Memorandum of Understanding (MoU) with Security Printing and Minting Corporation of India Ltd (SPMCIL).

The MoU is aimed at fostering collaboration on research and exchange of technical expertise in areas of material sciences and testing capabilities for bank notes, security documents and coins.

The MoU was signed by Sourav Pal, Director of CSIR-NCL and Rakesh Kumar, Additional General Manager of SPMCIL.

The MoU seeks to explore printing innovations. It ascertained the research projects within the focus areas of SPMCIL’s requirements and domain expertise available at CSIR-NCL.

Union Government on 7 February 2015 decided to infuse 6990 crore rupees in nine Public Sector Banks to enhance their capital and meet global risk norms. The capital infusion was decided on the basis of performance of each bank.

This is the first tranche of capital infusion for which the government had allocated 11200 crore rupees in the Union Budget 2014-15.

The capital infusion into each bank was made on the basis of adoption of new criteria by the Union government.

According to the new criteria, the banks would be rewarded with extra capital for their equity on the basis of their efficiency and performance so as to further strengthen their position. The criteria includes

• Weighted average of Return on Assets (ROA) for all PSBs for last three years put together

• Return on Equity (ROE) for these banks for the last financial year.

The Khadi & Village Industries Commission (KVIC) on 20 February 2015 signed a Memorandum of Understanding (MoU) with the Monitoring Cell for Rural Self Employment Training Institutes (RSETIs).

KVIC is under the Union Ministry of Micro, Small & Medium Enterprises and RSETI is under the Union Ministry of Rural Development.

The MoU was signed by BH Anil Kumar, Chief Executive Officer (CEO) & Commissioner for KVIC and KN Janardhana, Chief Project Co-ordinator of Monitoring Cell for RSETIs.

The MoU was signed to enhance the business skills and project-related skills of the beneficiaries under Prime Minister’s Employment Generation Programme (PMEGP) and improve the viability of the PMEGP project which is being implemented by KVIC.

As part of the MoU

• RSETIs will carry out Entrepreneurship Development Programme (EDP) training of PMEGP beneficiaries.

• Monitoring Cell for RSETIs/RUDSETIs will ensure hand holding for trainees, project formulation and guidance up to a period of two years including arranging for bank loan sanction.

• Monitoring Cell for RSETIs will also prepare district-wise model project reports for benefit of beneficiaries.

• Monitoring Cell for RSETIs will utilize infrastructure of KVIC Departmental Training Centres for their skill development courses as per requirement on payment of charges.

• RSETIs will also organize workshop jointly with KVIC at district level for officials of Banks to sensitize them on PMEGP.

MoU was signed for an initial period of three years and the performance under the MoU will be reviewed after 2 years.

Further, trainees having undergone skill development programme at RSETIs & Rural Development and Self Employment Training Institutes (RUDSETI) will be provided a higher rating in District Level Task Force Committee (DLTFC) of PMEGP for their selection.


Union Cabinet on 25 February 2015 approved the creation of two additional benches of the Authority for Advance Rulings (AAR). Two additional benches of the AAR will be established in New Delhi and Mumbai.

For these two benches, there will be a creation of two posts of Vice-Chairmen in the Apex scale and four posts of Members (two posts of Revenue Members and two posts of Law Members) in the Higher Administrative Grade (HAG+).

Moreover, two posts of Secretary at the level of Commissioner of Income Tax or Joint Secretary will also be created.

The cabinet also approved one time expenditure of 7.48 crore rupees for establishment of the two additional benches and additional annual recurring expenditure of 6.61 crore rupees for running these two additional benches.

This decision will enable resident taxpayers to obtain an advance ruling in respect of their income tax liability above a defined threshold.

Significance of two additional benches of the AAR

• The creation of two additional benches of the Authority will dispose of increased number of cases and pendency of cases will be reduced benefitting the tax payer and the Government.

• This will operationalise the facility of advance ruling for resident tax payers. The benches will facilitate the cause of the resident tax payers in obtaining tax clarity in certain situations.

About Authority for Advance Rulings (AAR)

In order to provide the facility of ascertaining the Income-tax liability of a non-resident, a scheme of Advance Rulings was introduced in the Chapter XIX-B of the Income-Tax Act, 1961 and the Authority for Advance Rulings (AAR) was constituted in 1996.

A non-resident or certain categories of resident can obtain binding rulings from the Authority on question of law or fact arising out of any transaction/proposed transactions which are relevant for the determination of his tax liability.

The AAR consists of a Chairman, who is a retired Judge of the Supreme court and two members of the rank of Additional Secretary to the Government of India, one each from the Indian Revenue Service and the Indian Legal Service.


Railway Minister Suresh Prabhu on 26 February 2015 presented the Railway Budget 2015-16 in the Lok Sabha. In his first Railway Budget, Prabhu outlined a plan to invest over 8 lakh crore rupees over 5 years.

The size of the Plan Budget has gone up by 52 percent from 65789 crore rupees in 2014-15 to 100011 crore rupees in 2015-16.

Key Highlights of the Railway Budget 2015-16

• No increase in passenger fares

• Passengers can book tickets 120 days in advance instead of 60 days which was available till date

• Outlay for passenger amenities increased by 67 percent

• New train sets that can save 20 percent journey time will be introduced in future. These trains will be similar to bullet trains in design but can run on the existing tracks

• The speed passenger trains across nine corridors will be increased to 160-200 km from 110 km

• SMS alert will be introduced for train timings and under this passengers will be informed in advance the updated arrival or departure time of the trains at starting or destination stations

• Air-conditioned coaches for suburban trains will be introduced

Union Finance Minister Arun Jaitely on 27 February 2015 presented Economic Survey of India 2014-15 in the Parliament.

The Economic Survey reviews the developments in the Indian economy over the previous 12 months, summarises the performance on major development programmes and highlights the policy initiatives of the government and the prospects of the economy in the short to medium term.

Three pronged strategy suggested in Economic Survey 2014-15

  • To improve the investment climate and reduce the backlog of stalled projects, Economic Survey 2014-15 suggested a three-pronged strategy, namely
  • Revival of public investment in short term, to act as an engine of growth in infrastructure sector. It argues that public investment cannot be a substitute for private investment; but is required as a complement and to crowd it in.
  • Need of creative solutions to strengthen institutions relating to bankruptcy. This will ensure that exit options are available. This will also ameliorate over-indebtedness that lowers the capacity to generate new investments. Towards this end, it contemplates setting up of a high-powered Independent Renegotiation Committee.
  • Economic Survey highlights the need for reorientation and restructuring of the PPP model. This is expected to make them more viable in future.

Main Highlights of the Economic Survey 2014-15

General Highlights

  • Using the new estimate for 2014-15 as the base, GDP growth at constant market prices is expected to accelerate to between 8.1 and 8.5 percent in 2015-16.
  • Inflation declined by over 6 percentage points since late 2013 which is likely to remain in the 5-5.5 percent range in 2015-16, creating space for easing of monetary conditions.
  • The current account deficit declined from a peak of 6.7 percent of GDP in Quarter 3 of 2012-13 to an estimated 1.0 percent in the fiscal year 2015-16.
  • After a nearly 12-quarter phase of deceleration, real GDP has been growing at 7.2 percent on average since 2013-14, based on the new growth estimates of the Central Statistics Office.
  • Foodgrains production for 2014-15 is estimated at 257.07 million tonnes, which will exceed average food grain production of last five years by 8.5 million tones
  • Foreign portfolio flows have stabilized the rupee, exerting downward pressure on long-term interest rates which is reflected in yields on 10-year government securities and surge in equity prices.
  • From a cross-country perspective, a Rational Investor Ratings Index (RIRI) which combines indicators of macro-stability with growth illustrates that India ranks amongst the most attractive investment destinations.
  • It ranks well above the mean for its investment grade category (BBB), and also above the mean for the investment category above it (on the basis of the new growth estimates).
  • In the short run, growth will receive a boost from the cumulative impact of reforms, lower oil prices, likely monetary policy easing facilitated by lower inflation and improved inflationary expectations, and forecasts of a normal monsoon in 2015-16.
  • Growth in medium-term prospects will be conditioned the “balance sheet syndrome with Indian characteristics” that has the potential to hold back rapid increases in private sector investment.
  • In the long-run, private investments will be the engine of growth. However, there is a case for reviving targeted public investment as an engine of growth in the short run to complement and crowd-in private investment.
  • Expenditure control and expenditure switching from consumption to investment will be the key to growth in the short-run
  • It calls for complementing Make in India initiative with Skill India initiative to enable a larger section of the population to benefit from the structural transformation that such sectors will facilitate.
  • The Survey emphasizes on creation of a National Market for Agricultural Commodities in place of thousands of agricultural markets
  • The Model APMC Act, 2003 should be amended along the lines of the Karnataka Model that has successfully introduced an integrated single licensing system.

Fiscal Framework

  • The Survey calls for adhering to the medium-term fiscal deficit target of 3 percent of GDP. This will provide the fiscal space to insure against future shocks and also to move closer to the fiscal performance of its emerging market peers.
  • It also calls for moving toward the golden rule of eliminating revenue deficits and ensuring that, over the cycle, borrowing is only for capital formation.
  • Expenditure control combined with recovering growth and the introduction of the GST will ensure that medium term targets are comfortably met.
  • In the short run, the need for accelerated fiscal consolidation will be conditioned by the recommendations of the Fourteenth Finance Commission (FFC).
  • The quality of expenditure needs to be shifted from consumption, by reducing subsidies, towards investment.

Subsidies and the JAM Number Trinity Solution

  • Food Subsidy Bill stands at 107823.75 crore rupees during 2014-15 (up to January 2015) which means an increase of 20 percent over previous year
  • The direct fiscal cost of select subsidies is roughly 378,000 crore rupees or 4.2 percent of GDP in 2011-12.
  • 41 percent of subsidy given for the PDS kerosene is lost as leakage and only 46 percent of the remaining 59 percent is consumed by households that are poor.
  • The JAM Number Trinity – Jan Dhan Yojana, Aadhaar, Mobile – can enable the State to transfer financial resources to the poor in a progressive manner without leakages and with minimal distorting effects.

Indian Railways and Public Investment

  • The Indian Railways over the years has been plagued by host of issues. Some of them include underinvestment resulting in lack of capacity addition and network congestion; neglect of commercial objectives; poor service provision; and consequent financial weakness.  These have cumulated to below-potential contribution to economic growth.
  • As a result, the competitiveness of Indian industry has been undermined. Calculations reveal that China carries thrice as much coal freight per hour compared to India. Coal is transported in India at more than twice the cost vis-à-vis China, and it takes 1.3 times longer to do so.
  • The railways public investment multiplier (the effect of a 1 rupee increase in public investment in the railways on overall output) is around 5.
  • In the long run, the railways must be commercially viable and public support must be linked to railway reforms. These include adoption of commercial practices, tariff rationalization, and technology overhaul.


Union Finance Minister, Arun Jaitley on 28 February 2015 presented Union Budget 2015-16 in the Lok Sabha. This was the first full year Budget of the NDA government and the second budget of Arun Jaitley.

Highlights of the Union Budget 2015-16

• Gross tax receipts of 14.49 lakh crore rupees

• Non-planned expenditure was 1312200 crore rupees

• Corporate tax was reduced to 25 percent over next four years from existing 30 percent

• Defence allocation for fiscal 2015-16 is 246727 crore rupees

• 100 percent tax deduction for contribution to Swachh Bharat Fund

• Service tax hiked by 14 percent

• 34699 crore rupees allocated for MNREGA, which is highest ever allocation to the programme

• Yoga was included in the ambit of charitable purposes under the Income Tax Act

• Custom duty on 22 items will be reduced

• People will have to quote their PAN for all purchases above 1 lakh rupees

With 22% share, Micromax leads the Indian smartphone market for the first time, after upstaging Samsung Electronics.

Encouraged by foreign exchange reserves touching record levels, the Reserve Bank of India has doubled the annual overseas investment ceiling for individuals to $2,50,000.

ITC Limited has acquired ‘Savlon’ and ‘Shower To Shower’ trademarks and other intellectual property from Johnson & Johnson Pte. Ltd, Singapore, primarily for use in India.

The 67-acre plant in Chakan, near Pune, is General Electric’s (GE) first multi-purpose manufacturing facility in India, which will produce a range of products that will include aviation, rail and diesel engines. GE  will use the facility as an export hub, with plans to send half of its output to the conglomerate’s global factories.

Infosys Ltd said has decided to buy Panaya Inc, a New Jersey-based provider of automation technology, for an enterprise value of $200 million as India’s second-biggest IT outsourcing company bets on new technology to boost growth.

Punit Renjen has been named CEO of Deloitte Global, making him the first person of Indian-origin to head one of the Big Four audit firms.  Deloitte is a global accounting firm, one of the biggest in the world, alongside PWC, EY and KPMG.

Bharat Forge has announced a joint venture with Israel’s Rafael Advanced Defence Systems for manufacturing high-tech defence components.

Pune-based Bharat Forge Limited (BFL) has signed a multi-year contract with Boeing Commercial Airplane to supply titanium forgings for wing components for the next-generation aircraft. Under the agreement, Bharat Forge will begin supplying pre-machined forgings from its facilities in Pune and Baramati to Boeing in the first quarter of 2016. The titanium parts will be heat-treated, shaped in a forging press, and machined by Bharat Forge before being shipped to Boeing Portland for finish machining into components. The components then will be installed in the next-generation 737 and 737 MAX wings at the final assembly plant in Renton, Washington.

The Union Cabinet has approved State-run power producer NTPC Ltd’s plans to set up 15,000 megawatt of grid-connected solar projects, which would be completed in three tranches, namely, 3000 MW under Tranche-l under mechanism of Bundling with Un-allocated Coal based Thermal Power and fixed level tariffs, 5,000 MW under Tranche-ll with some support from government to be decided after getting some experience while implementing Tranche-l and balance 7,000 MW under Tranche-Ill without any financial support from the government.



Prasanth Kumar was on 1 February 2015 appointed as Chief Executive Officer (CEO) of MindShare APAC South Asia with effect from 1 March 2015. He will succeed the current CEO Ravi Rao.

Prasanth Kumar will report to Srinivas, CEO of GroupM South Asia and Gowthaman Ragothaman, COO of MindShare Asia Pacific.

He is currently the head of GroupM's Central Trading Group and is a member of GroupM's South Asia executive committee. Earlier, Kumar has worked with PepsiCo, The Hindu and Rediffusion Mumbai before joining GroupM.

Homegrown handset maker, Micromax took over Korean electronics giant Samsung and became India’s biggest smartphone vendor and third largest in the world. This was revealed by a report released by research firm Canalys on 4 February 2015.

According to the report, in October-December 2014 (Quarter 4), Micromax controlled 22 percent market share in smartphones shipments in India compared to 20 percent market share of Samsung.

The top four players in India by units shipped were Micromax, Samsung, Karbonn and Lava.

Micromax’s flagship line of products very effectively targeted the 9000 rupees to 12000 rupees segment with products like Canvas Nitro and Canvas Hue. This important segment helped Micromax to achieve the numero uno position.

Over the last few quarters, Samsung has gradually lost its market share in India to domestic players like Micromax, Lava, Karbonn as well as global rivals like Motorola and Xiaomi.

Globally too, Samsung has been facing tough competition from Apple and Chinese tech major Xiaomi. Its share in the smartphone market has also witnessed a decline in the past couple of years.

In 2014, Samsung had 24.5 percent share of the global smartphone market, 31.3 percent in 2013 and 30.3 percent in 2012.

Apple managed to close the gap with rival Samsung after nearly 3 years at number two position in the global smartphone market as iPhone sales increased in Brazil, Russia, India and China (BRIC) as well as the US in Q4 of 2014.


Hindustan Aeronautics Limited (HAL) on 5 February 2015 bagged a Defence contract of 1090 crore rupees for supplying 14 Do-228 aircrafts to Indian Air Force (IAF) along with six reserve engines, one flight simulator and associated equipment.

HAL Do-228 aircraft will be manufactured by the Transport Aircraft Division (TAD) at Kanpur. Earlier, the division has manufactured 125 HAL Do-228 aircraft for various defence and other customers and has expertise in manufacturing of transport and trainer category of aircraft. This aircraft has also been exported to Seychelles and Mauritius.

• HAL Do-228 is a highly reliable, multi-purpose, fuel efficient, rugged, light weight twin turboprop aircraft with a retractable tricycle landing gear.

• The cockpit is designed to accommodate two crew members and is fitted with duplicate controls.

• The cabin can accommodate 19 passengers in commuter configuration.

• Its integral fuel tanks in wings make it an aircraft with highest fuel carrying capacity in its class (2850 liters).


Twitter and Google on 5 February 2015 have signed a deal to make tweets searchable. The tweets will be available in Google search results which will benefit both companies.

Under the deal, Google will have complete access to tweets on the social networking site Twitter. The deal will make tweets available outside the Twitter.

The deal will give full access of Twitter's Firehose of tweets to search giant Google. The deal will benefit both companies as in recent years Google had to search Twitter's site to include its information.

Google and Twitter had signed a similar search deal worked in 2009, but the deal was ended in 2011. After this deal, Google launched its own social network competitor Google+, the very same year hoping to compete with the likes of Twitter and Facebook.

The companies opted not to renew the deal after it lapsed, though Twitter provided its data to Microsoft's Bing and Yahoo.

Tata Communications Ltd on 6 February 2015 signed a 20 million US dollars multi-year deal with Germany-based KION Group to provide global Wide Area Network (WAN) services to the 280 sites of KION across 30 countries.

As part of the deal, Tata Communications will replace the KION Group’s existing stable of multiple WAN providers with a single global network. The deal will allow end users to get faster services with better data management through the Tata Communications WAN platform.

The network will run on Tata Communications cloud-based security solution. The KION Group will also have direct access to internet-based applications, improving both user experience and cost effectiveness.

The new network will also help KION Group to execute its strategy 2020 plan to create economies of scale across the entire group with its six global and regional brands.

Siemens Ltd, a major engineering firm on 9 February 2015 bagged orders worth 450 crore rupees from Varanasi-based Diesel Locomotive Works of Indian Railways. The company won three orders for locomotive equipment.

According to the order, the company will supply and supervise the installation and commissioning of three-phase propulsion systems for Diesel Electric Locomotives and three-phase traction motors.

It is a production unit of Indian Railways located at Varanasi, which annually manufactures around 300 diesel electric locomotives.




Australian Open 2015 came to an end on 1 February 2015 at Melbourne, Australia. Novak Djokovic of Serbia and Serena Williams of the US won the men’s and women’s single title, respectively.

In the final clash for the title, Novak Djokovic won his fifth Australian Open title by defeating Andy Murray of Britain 7-6(5), 6-7(4), 6-3, 6-0. On the other hand, Serena Williams defeated Maria Sharapova (Russia) 6-3, 7-6(5) to claim her sixth Australian Open and 19th Grand Slam title.

With this win, World Number 1 Djokovic became the most decorated Australian Open champion of the Open era, surpassing Andre Agassi and Roger Federer’s quartet of titles. Now only Roy Emerson, with six, stands above him in the men’s all-time records.

• Men’s Doubles title: Italian pair Simone Boleli and Fabio Foginidefeated French pair Pierre-Hugues Herbert and Nicolas Mahut 6-4, 6-4. Boleli and Fogini is the first all-Italian team to win a Grand Slam Men's Doubles title in more than 50 years. The last Italians to win a men's doubles title at a major were Nicola Pietrangeli and Orlando Sirola at the 1959 French Open.

• Women’s Doubles title: American-Czech pair Bethanie Mattek-Sands(the US) and Lucie Safarova (Czech Republic) defeated Chinese-Taiwan pair Zheng Jie (China) and  Chan Yung-jan (Taiwan) 6-4, 7-6 (7-5). This was the first grand slam women’s title for Mattek-Sands and Lucie Safarova and was the first new pairing to win the women’s doubles title at Melbourne Park since 2005

• Mixed Doubles title: Indo-Swiss pair Leander Paes (India) and Martina Hingis (Switzerland) defeated Canadian-French team of Daniel Nestor(Canada) and Kristina Mladenovic (France), in straight sets, 6-4, 6-3. This was Leander’s third Mixed Doubles title at the Australian Open and 15th overall. For Martina, it was the ninth title at Melbourne.


Saloni Dalal, a school girl of Karnataka became the youngest medal winner in the ongoing 35th National Games in Kerala on 3 February 2015. The 12-year-old, Saloni won a Bronze medal in the 200 meter breast stroke swimming event.

Kalyani Saxena of Gujarat and Rutuja Udeshi of Maharashtra won the gold and silver medals of the 200 meter breast stroke swimming event, respectively.

Beside her bronze in breast stroke swimming event, Dalal also won silver in women’s 4x100 meter Relay Medley by teaming up with Anisha Gaonkar, Malika A Honagekar and Rutuja Pawar.


The Union Ministry of Youth Affairs & Sports on 11 February 2015 revised the Rashtriya Khel Protsahan Puruskar Scheme.

In the revised scheme, the Rashtriya Khel Protsahan Puruskar will be given in four categories, and they are
• Identification and nurturing of budding/young talent

• Encouragement of sports through Corporate Social Responsibility (CSR)

• Employment of sportspersons and sports welfare measures

• Sports for Development

This revised scheme has prescribed the eligibility criteria of all the four categories.

Now, the companies/corporate can spend on promotion and development of sports from the funds earmarked for Corporate Social Responsibility (CSR). For this purpose, a specific category for Encouragement of sports through Corporate Social Responsibility has been provided in the revised Scheme.

In this regard sports activities like, training to promote rural sports, nationally recognized sports, Paralympic sports and Olympic sports have been included in the Schedule VII of the Companies Act 2013.

To recognize, the contribution of Non-Governmental Organizations (NGOs), who are working in promotion and development of sports, a separate category, Sports for Development has been provided.

Rashtriya Khel Protsahan Puruskar Scheme

Rashtriya Khel Protsahan Puruskar Scheme was introduced in 2009 to encourage and promote involvement of corporates, sports promotion boards and others in the promotion and development of sports in the country.


The mascot of India’s 35th National Games Ammu, the Great Hornbill on 11 February 2015 was included in the LIMCA Book of Records.

The mascot found its place in the record books for its play, Kalikkunna Kuttikalkkayi Bharatham Kathirikkunnu (India Awaits Children Who Play) featuring the bird in lead role. The play was staged in 147 schools in Kerala.

LIMCA Book’s 2015 Special Literature Edition said that by 9 April 2014, the play was staged in 147 schools across seven districts of Kerala. The play was envisaged with an aim to promote sports among children and persuade them to take up sports along with academics.

The mascot of the National Games was designed by Rakesh, while the play, Kalikkunna Kuttikalkkayi Bharatham Kathirikkunnu (India Awaits Children Who Play) was scripted and directed by theatre artist Anil Karetee. The play was enacted by a team of police officers led by Chandrakumar.

Ammu, the Great Hornbill

Great Hornbill is the State bird of Kerala and was selected as the Mascot of the Games to reflect state’s concern for conservation of this species. The bird is facing extinction and is facing loss of its habitat, which are rain forests of Kerala.

The Mascot was given the feminine name to pay tribute to the women of the state. At present, Kerala is the only Indian state that has more female population than male.

As per details from Census 2011, Kerala has population of 3.34 Crores, of which male and female are 16027412 and 17378649, respectively.


Indian men’s football team captain Sunil Chhetri and striker Bala Devi on 13 February 2015 were awarded with the All India Football Federations (AIFF) 2014 Player of the Year trophy in men and women category, respectively.

Chhetri was voted as the winner by I-League coaches and this was the fourth time that he received the award. Earlier, he was named as the Player of the Year in 2007, 2011 and 2013. With the fourth title, he surpassed the legendary Inivalappil Mani Vijayan who won the award thrice.

Devi was recognised with the award for scoring 47 goals, including 18 in international matches in 2014. Her teammate Oinam Bembem Devi won it on the last two occasions.

Besides a trophy, Chhetri also pocketed 2 lakh rupees, while Devi received a cash prize of 1 lakh rupees. On the other hand, Jhingan who played for the Kerala Blasters in the Indian Super League received a cash prize of 75000 rupees.


35th National Games concluded in Thiruvananthapuram, Kerala on 14 February 2015. On the final day of the Games on 13 February 2015, hosts Kerala won five Gold medals, five Silver medals and four Bronze medals.

The concluding ceremony of the 35th National Games was held at the greenfield stadium at Kariavattom on the outskirts of Thiruvananthapuram.

Kerala Governor Justice P Sathasivam was the chief guest on the occasion. The concluding ceremony saw a cultural programme titled Rivers of India, with the theme protecting the rivers as highlight.

In all the 35th National Games saw disbursal of 1334 medals comprising of 405 Gold, 406 Silver and 523 Bronze medals respectively.

Services by topping the medal tally set the record of topping the National Games for the third consecutive time. It won the Raja Bhalendra Singh Trophy.

The 36th National Games will be hosted by Goa in 2016. The 34th National Games were hosted by Jharkhand in 2011.

The 35th National Games were held in Kerala from 31 January 2015 to 14 February 2015. The Games was formally inaugurated by the Union Urban Development Minister Venkaiah Naidu at the Green Field Stadium in Kariavattom on the outskirts of the capital Thiruvananthapuram.

Cricketing legend Sachin Tendulkar was the chief guest of the inauguration event.

The National Games saw 33 discipline of sport and was held at 30 venues spread over seven districts of the state. This was the first time that the National Games were held in more than one district.

Marylebone Cricket Club (MCC) on 13 February 2015 awarded Honorary Life Membership to the former Indian cricket captain Saurav Ganguly. He has been a member of the MCC World Cricket committee since July 2014.

Ganguly, affectionately called Dada and the Prince of Calcutta, retired from all forms of international cricket in 2012 after playing for India for 16 long years.

He debuted for India in 1996 at the Lord’s against England and went on to score 131-run in first innings of his test debut. The knock at the Lord’s helped him to etch his name on the famous Lord’s Honours Board in process.

His captaincy during Nat-West series Final at Lords in 2002, in which India defeated England to win the series, is regarded as the greatest ever match played at Lord’s.

Marylebone Cricket Club (MCC) is the world’s most active cricket club and is owned by the owner of Lord’s Ground and the guardian of the Laws of the game. Pune-based I-League football club Bharat FC in the third week of February 2015 appointed English football coach Barry Knowles as head of its youth development programme.

The appointment of Barry Knowles is part of Bharat FC efforts to build its own training facility at Manjri and to build squads in the under -9, 11, 13, 15, 17 and 19 age groups. Another unique aspect of this youth setup will be that the academy will give preference to young aspirants from Pune.

55-year-old English coach Barry Knowles is a former professional footballer and have more than 300 appearances to his credit for different distinguished clubs in England. He played as a full-back before retiring from professional football at the age of 33.

He was associated with football clubs like Southport FC, Runcorn FC, Barrow AFC, Wigan Athletic and had coached different football clubs like Blackpool FC, Chester City FC, Burnley College Football Academy.


Former India captain Anil Kumble and Australian legend Betty Wilson on 22 February 2015 were inducted into the International Cricket Council Hall of Fame at the Melbourne Cricket Ground, Australia.

Kumble and Wilson became the 77th and 78th inductees into the Hall of Fame.

The 44-year-old Kumble is the fourth Indian to be included in the elite group other three includes Sunil Gavaskar, Kapil Dev and Bishan Bedi. Wilson is the second Australian woman in the Hall of Fame behind Belinda Clark. Wilson was given the honour posthumously.

Indian golfer Anirban Lahiri on 22 February 2015 won the Indian Open title at the Delhi Golf Club. To clinch the title, Lahiri defeated SSP Chowrasia on the first playoff hole.

Chowrasia finished as runner-up for the fourth time in the tournament.

Lahiri who started the final day seven strokes behind Chowrasia and five shots off defending champion Bangladesh’s Siddikur Rahman found himself tied at seven-under with Chowrasia who bogeyed the 16th hole.

Pars followed for both players and the tie at seven-under 277 led to a playoff.

Earlier on 8 February 2015, Lahiri had won Malaysian Open title.


Ranchi Rays on 23 February 2015 crowned champions of Hero Hockey India League 2015 (HHIL) by defeating Jaypee Punjab Warriors.

The HHIL 2015 was held at the Major Dhyan Chand National Stadium, New Delhi from 22 January 2015 to 22 February 2015. The Grand Finale was witnessed by the eminent personalities. This is the third season of the professional field hockey tournament, Hockey India League.

Ranchi Rays defeated Punjab Warriors in the final by a 3-2 scoreline in the penalty shootout after the regular time yielded a 2-2 tie.

Ranchi Rays was awarded 2.50 crore rupees, while Jaypee Punjab Warriors was awarded 1.25crore rupees for finishing in the second position. Delhi Waveriders received 75 lakh rupees for securing third position.

The  Micro, Small and Medium Enterprises (MSME) Ministry has signed an agreement with Rural Self-Employment Training Institutes to provide vocational training to unemployed youth and loan linkages to deserving beneficiaries linked to the Prime Minister’s Employment Guarantee Programme.  The MoU was signed between Khadi & Village Industies Commission (KVIC), under the Ministry of MSME, and Monitoring Cell For Rural Self Employment Training Institutes (RSETI) under the Ministry of Rural Development. The Monitoring Cell will also utilise infrastructure of KVIC Departmental Training Centres for skill development courses.  The MoU is for initial period of three years. However, its performance will be reviewed after two years.  The MSME Ministry through KVIC is implementing the Prime Minister’s Employment Generation Programme (PMEGP) for generating job opportunities through setting up of micro enterprises in rural and urban areas of the country.  Under the PMEGP, around 2.9 lakh micro enterprises have been set up so far providing employment opportunities to 25.93 lakh persons.

Laljibhai Patel of Surat, chairman of Dharmanandan group, won the bid for Prime Minister Narendra Modi’s famously controversial pinstripe suit at ₹4.31 crores.  The proceeds will be spent for Clean River Ganga programme.

The Defence Research and Development Organisation (DRDO) has established the world’s highest research station in Ladakh. Situated at an altitude of 17,500 feet at Chang La, about 80 km east of Leh, the research station will be used for extreme altitude bio-medical research, material research, agro-animal research and green house technology and conservation of endangered species of plants. Besides, it will serve to evaluate and validate high-altitude technologies like mountaineering equipment and structures, clothes, protective equipment, food, health supplements and fuel developed by other DRDO labs. The earlier record for being the highest research station was held by Pyramid Laboratory which is situated at an altitude of 16,500 feet, at the base of the Everest in Nepal.

Himachal Pradesh has become the India’s first State to present a ‘paperless’ budget. Since the State already has the country’s first green Assembly—e-Vidhan, inaugurated on  on 4 August 2014—all documents related to budget estimates were made available Bestonline and only around 10 budget copies were printed for record, against 200 copies that used to be printed earlier.

The 14th Finance Commission, headed by former Reserve Bank of India governor Y.V. Reddy, suggested raising share of States in central taxes to 42 per cent from current 32 per cent. As per the increased devolution, the States will get ₹3.48 lakh crore in 2014-15 and ₹5.26 lakh crore in 2015-16.  After assessing the revenue and expenditure of the States for the period 2015-20, the Commission also recommended a grant of ₹1.94 crore to meet the deficit of 11 States.  The Commission has also recommended pruning the central schemes from 66 to 36 by transferring 30 to the States. Keeping in the mind the spirit of cooperative federalism that has underpinned the creation of NITI Aayog, the Union government has accepted the recommendation to keep the States share of Union tax proceed (net) at 42 per cent.
